Thoughts on incorporating ecological compensation into the balance of cultivated occupation and compensation
The inclusion of ecological compensation into the balance of cultivated land occupation and compensation not only provides an important guarantee for rural ecological environment security,but also lays a solid foundation for sustainable agricultural development,and is conducive to realizing the balance of interests between regions with the balance of cultivated land occupation and compensation.However,the existing balance of occupation and compensation is mainly reflected in the balance of quantity and quality,and does not fully consider the balance of ecological function.Therefore,we should be clear to supplement cultivated land ecological protection cost and compensation into the balance of ecological compensation,set up the ecological protection special fund for ecological damage compensation funds,establish the cultivated land of carbon sink trading system at the same time,to promote the balance of ecological compensation way.In addition,we should strengthen the supervision of ecological compensation,and clarify the subject of the occupation and compensation.
