Assessment of the Suitability of Marine Land Spatial Development and the Delineation of its Functional Areas:Take the Sea Area of Putian City as an example
The assessment of the suitability of marine land spatial development is an important basic study and technical support topic for marine land spatial planning.In this paper,feature assignment method and analytic hierarchy process were adopted,and ArcGIS spatial analysis tool was used to construct an evaluation index system of marine land"two spaces and one red line"based on four dimensions of natural resource conditions,ecological environment conditions,geographical conditions and potential disaster risks in the sea area,so as to carry out an evaluation on the suitability of marine land spatial development in Putian's sea area.The results showed that the sea area suitable for marine ecological space in Putian was 2 272 km2(including the ecological protection red line area of 1 564 km2 and the ecological control area of 708 km2),accounting for 57.1%of the whole sea area of Putian;the suitable area for fishery was 3 822 km2,accounting for 96.8%of the whole sea area;the coastline length suitable for port construction is 136 km,accounting for 24.7%of the entire coastline length;suitable for the development of coastal tourism coastline 148 km,accounting for 26.8%of the entire coastline;the suitable development area of wind power plant is 2 954 km2,accounting for 74.9%of the whole sea area.By comparing with the development status,it is found that 90%of the tourism shoreline,port shoreline and aquaculture sea area are located in the range of suitable areas,which verifies the accuracy of the evaluation method.Finally,based on the results of the suitability evaluation,combined with the local socio-economic development of the allocation of marine spatial resources needs,divided Putian marine spatial functional areas:marine ecological protection red line area of 1 564 km2,marine ecological control zone area of 708 km2,fisheries sea area of 972 km2,wind farm sea area of 627 km2,recreational sea area of 95 km2,port sea area of 164 km2,marine reserved area of 77 km2.The division of marine spatial functional areas is an important part of the spatial planning of the national territory.
