On Policy Evaluation and Optimization of Unit Planning of Territorial Space in Rural Areas of Sichuan Province Based on S-CAD Method
Since the reform of territorial space planning,exploration and practice have been carried out in various regions.In 2021,Sichuan took different regions as units to start the planning of territorial space in rural areas,making it the first province in China to carry out uni planning of rural territorial space across the entire province.By using S-CAD method and policy tool analysis,this paper was about to analyze the policy system of Sichuan province,and after combining the planning results to make a comprehensive evaluation of the policies,it was found that there were following shortcomings:Firstly,the policy system was incomplete,for it mainly introduced policies related to planning and formulation,but lacked specialized policies in implementation and supervision;Secondly,the policy values and its expected results were beyond the scope of achievable policy goals and adoptable policy tools,resulting in inconsistencies among policy elements;The third issue was the unbalanced structure of policy tools,particularly weak in terms of the connection of regional planning.Therefore,it was necessary to further improve the policy system,adjust the relationship among policy elements,and optimize the structure of policy tools.This research aimed to provide reference for deepening the exploration of territorial space planning in rural areas.
