公园城市生态价值核算与实现路径探索——以成都市为例

2016 年以来,成都加快建设践行新发展理念的公园城市示范区,而生态价值实现是公园城市发展的重要动力,其核心是建立生态价值核算体系与生态价值实现路径。在成都市建设公园城市示范区的背景下,本研究基于价值当量法,通过耦合区域生物量、气候条件、社会经济和生态服务距离,得到了公园城市市域尺度下的生态价值结果,主要呈现四周高中间低的分布格局,总价值可达 3 273 万亿元。在生态价值核算的基础上,选择重点区域开展了生态价值实现路径研究,提出了典型公园城市生态价值实现路径:(1)挖掘生态文旅资源,实现生态产业开发;(2)整合各类自然资源,实现资源产权流转;(3)擦亮区域生态名片,实现生态载体溢价;(4)创新保护补偿路径,形成差异化生态补偿模式;(5)激发公共生态产品活力,探索生态权益交易。
The Calculation and Realization Mechanism of Ecological Value of Park City:Taking Chengdu as an Example
Since 2016,Chengdu has accelerated the construction of a Park city demonstration area that practices the new development concept.The realization of ecological value is an important driving force for the development of Park cities,the core of which is to establish the accounting system of ecological value and the realization path of ecological value.In the context of the construction of a Park city demonstration zone in Chengdu,this study,based on the value equivalent method,obtained the ecological value results at the city-regional scale by coupling regional biomass,climate conditions,socio-economics,and ecological service distance.The results mainly show a distribution pattern of high in the four sides and low in the middle,with a total value of up to 3 273 trillion yuan.On the basis of ecological value accounting,the typical area is selected as the key area of ecological value realization mechanism research,and the path of realizing ecological value of Park city is proposed:(1)tapping into ecological cultural tourism resources to achieve ecological industry development;(2)integrating all kinds of natural resources and realize the transfer of ecological property rights;(3)enhancing the regions'ecological image to achieve ecological carrier premium;(4)innovating protection compensation mechanisms and form differentiated ecological compensation models.(5)stimulating the vitality of public ecological products and exploring the trading of ecological rights and interests.
