摘要
科学数据是国家科技创新和经济社会发展的重要基础性战略资源.国家海洋科学数据中心作为科技部和财政部首批认定的20个国家科学数据中心之一,以打造海洋领域的基础支撑与条件保障类国家科技创新基地为发展定位.成立4年来,在科技部和自然资源部的支持及依托单位和共建单位的共同努力下,各项工作取得突破性进展,为持续推动海洋科学数据共享奠定了扎实的基础.本文回顾了国家海洋科学数据中心的发展历程,从运行管理和标准规范、数据资源体系建设、关键技术应用与工具研制、数据共享服务平台建设等方面系统总结了该中心在海洋科学数据共享领域的建设进展与成效,并提出下一步发展建议与前景展望.
Abstract
Scientific data is an essential basic strategic resource for national scientific and technological innovation and economic and social development.As one of the first 20 national scientific data centers identified by Ministry of Science and Technology and Ministry of Finance,the National Marine Scientific Data Center(short for NMSDC)is positioned to be a national science and technology innovation base for the basic support and condition guarantee in the marine field.Since its establishment for 4 years,with the support of Ministry of Science and Technology and Ministry of Natural Resources,as well as the joint efforts of supporting units and co-construction units,breakthroughs have been made in all aspects,laying a solid foundation for the continuous promotion of marine scientific data sharing.This paper reviews the development history of NMSDC,systematically summarizes its progress and achievements from the aspects of operation management and standards,data resource system construction,key technology application and tools development,and data sharing service platform construction,and finally puts forward suggestions and prospects for further development.
