省级建设用地批后监管系统设计与实现

针对当前建设用地批后监管存在的批供关系不清、批而未供、供而未用、闲置土地等问题,为了从源头管控新增建设用地闲置浪费和违法使用情况、优化审批供应监管流程,本文在重点分析建设用地批后监管省、市、县三级工作流程和数据现状流程基础上,采用统一构建、集中共享的管理模式,开发了建设用地批后监管系统;构建了批后监管专题数据库,并根据建设用地批后核心监管指标建立模型,实现建设用地情况的实时监测和预警.该系统实现了省、市、县三级业务连通和数据流程共享,通过跟踪建设用地审批后各个阶段的土地开发利用,杜绝了"毛地"出让,盘活了存量土地,提升了土地供应效率,初步形成全流程业务监管体系.
System design and implementation of post-approval supervision of construction land at the provincial level
In view of the problems existing in the current post-approval supervision of construction land,such as unclear relationship between approval and supply,approval without supply,supply without use,idle land,etc.,it is necessary to control the idle waste and illegal land use of new construction land from the source,optimize the approval and supply supervision process,and promote the economical,intensive and efficient use of land.Based on the analysis of the provincial,municipal and county-level work flow and data status flow of post-approval supervision of construction land,this paper adopts the management mode of unified construction and centralized sharing,develops the comprehensive supervision system of post-approval of construction land,constructs the thematic database of post-approval supervision,and establishes the model according to the core supervision index of post-approval of construction land,so as to realize the real-time monitoring and early warning of construction land use situation.The construction of the system has realized the provincial,municipal and county-level business opening and data flow sharing.By tracking the development and utilization of land at various stages after the approval of construction land,it has put an end to the transfer of gross land,revitalized the stock of land,improved the efficiency of land supply,and initially formed a whole process business supervision system.
