摘要
按照属地登记原则,不动产登记由不动产所在地的县级人民政府不动产登记机构办理,以存量离线汇交、增量在线接入方式纳入国家级不动产登记信息平台.由于存量数据整合不到位、数据抽取转换错误、汇交不及时等原因,国家级不动产登记数据库的完整性和准确性不能完全满足不动产登记信息精准查询需求.为此,本文设计了精准查核请求下发、地方库查询、在线反馈结果、全程加密防护、查核人员管理的技术流程,解决了跨网传输、加密传输、督导监管、标准规范等技术难题,建立了全国2405个精准查核节点,实现了每日精准查核任务下发、监管和统计分析,有效提升了全国不动产登记信息共享服务能力.
Abstract
In accordance with the principle of territorial registration,real estate registration is handled by the real estate registration institution of the county-level people's government where the real estate is located,and it is incorporated into the national real estate registration information platform by means of offline collection of stock and incremental online access.Due to incomplete integration of stock data,incorrect data extraction and conversion,unstable network and other reasons,the integrity and accuracy of national real estate registration database cannot fully meet the needs of accurate query of real estate registration information.To this end,this paper designs a technical process of accurate verification request issuance,local database query,online feedback results,whole-process encryption protection,and inspector management,and solves technical problems such as cross-network transmission,encrypted transmission,supervision and standards,establishes 2405 accurate check points nationwide,and realizes daily accurate check task issuance,supervision and statistical analysis,which has effectively increased national real estate registration information sharing service capabilities.
