不动产登记业务具有政策性强、落地时间紧、系统调整时间窗口短的特点.针对业务规则调整、业务属地精细化管理等常见问题,本文提出了基于配置管理的不动产登记业务自适应设计思路.将具体登记小类抽象化,通过设置登记基类进行归纳、规范,以基类为基本管理单元进行配置管理;对不动产登记机构进行区域许可或例外授权,实现相关区域的管理控制.上海市通过不动产登记信息系统建设实践,可实时调整已定义的配置项业务,避免频繁调整系统代码,减少约 40%系统运维开发量.不动产登记信息系统引入配置管理概念并进行适度配置,有助于提高系统响应速度、提升系统稳定性、降低运维成本.
Abstract
The real estate registration business has strong policy requirements,high response requirements,and a short system adjustment time window.In response to common issues such as business rule adjustments and refined management of business territories,this paper proposes the following two design concepts to achieve rapid response and adjustment to related issues:abstracting specific registration subcategories,summarizing and standardizing them by setting registration base classes,and configuring them as basic management units;by granting regional permits or exceptional authorizations to registration agencies to achieve management and control of relevant areas.Through the construction practice of the real estate registration information system,Shanghai can adjust the defined configuration items in real time,avoid frequent adjustment of the system code,and reduce the system operation and maintenance costs by 40%.Introducing the concept of configuration management and conducting appropriate configuration in the construction of real estate registration information systems can help improve system response speed,enhance system stability,and reduce operation and maintenance costs.
