中文摘要：国土空间专项规划是"五级三类"国土空间规划体系的有机组成部分,本文通过分析专项规划的定位、分级分类及统筹各类专项规划的关键环节,提出基于国土空间规划"一张图"统筹协调各类专项规划的总体思路与实现路径,以"统一底图、统一标准、统一规划、统一平台"为引领,建立"规划蓝图共绘制、底线约束共遵守、项目落地共保障"的信息化新机制,支撑专项规划的编制、审批、实施、监督全生命周期管理,实现"多规合一".

外文摘要：Special territorial spatial planning is an organic part of the"five levels and three categories"territorial spatial planning system.Positioning,classification of special planning have been analyzed,key links of coordinating various special plans have been clarified,and the overall approach and implementation pathway of coordinating all kinds of special planning on"Inteplan"of spatial planning have been put forward.Guided by"unified base map,unified standard,unified planning and unified platform",a new informatization mechanism of"jointly drawing planning blueprint,jointly abiding by the bottom line constraints,and jointly ensuring the implementation of the project"has been constructed to support the whole-life cycle management of formulation,approval,implementation,and supervision of special plans,and realize the integration of multiple plans.
