Special territorial spatial planning is an organic part of the"five levels and three categories"territorial spatial planning system.Positioning,classification of special planning have been analyzed,key links of coordinating various special plans have been clarified,and the overall approach and implementation pathway of coordinating all kinds of special planning on"Inteplan"of spatial planning have been put forward.Guided by"unified base map,unified standard,unified planning and unified platform",a new informatization mechanism of"jointly drawing planning blueprint,jointly abiding by the bottom line constraints,and jointly ensuring the implementation of the project"has been constructed to support the whole-life cycle management of formulation,approval,implementation,and supervision of special plans,and realize the integration of multiple plans.
