Research on the behavioral strategies of stakeholder subjects in centralized procurement of drugs in China—based on the perspective of evolutionary game
Objective To provide a reference for the stable operation of the centralized procurement of drugs in China.Methods Based on the evolutionary game theory,the evolutionary game model of the main stakeholders in centralized drug procurement policy was constructed,the evolutionary stability of the strategic choices of all parties was analyzed through the model,and its influencing factors and mechanism were explored.Results The rewards and punishments of the National Healthcare Security Administration(NHSA)for medical institutions and doctors were the main factors affecting the assessment of medical institutions and the cooperation of doctors in using the selected drugs;the increase in subsidy amount of the NHSA affected the probability of its own supervision;the increase in assessment costs of medical institutions led to a decrease in the probability of the assessment of medical institutions and the supervision by the NHSA.Conclusion The reward and punishment policies of the NHSA,the assessment and evaluation of medical institutions,and the cooperative attitude of doctors all play a crucial role in the stable operation of the centralized procurement of drugs.It is suggested that the NHSA should apply both rewards and punishments and refine the balance retention policy;medical institutions should establish an assessment mechanism for differentiated management and enhance the awareness of cost control;doctors should actively cooperate with the assessment and assist in the cost control of medical institutions;and the three parties should cooperate to promote the stable operation of the centralized procurement of drugs in China.
