The Mechanism of Local Government from the Perspective of Vertical Governance System
The modernization of the vertical governance system requires the initiative of both the central and local governments.Since the new era,the previous vertical governance system model of"streamlining administration and delegating power incentives"formed during the early stage of reform and opening up has been inhibited,and a new model of"centralized and unified supervision and accountability"has been formed,which has sparked concerns about the dissolution of local governments motivation.From the perspective of the vertical governance system,the provincial governments,which occupies the middle tier of China's vertical system,will reorganize and advance the policies from the central government,and stimulate the initiative of the lower-level governments by suppressing the lack of individual motivation through structural accountability pressure."Middle-level relay",as a new mechanism,means that the middle-level government ensures the implementation of the central government's strategy through target reorganization,promotes the initiative of the grassroots government with structural pressure,and functionally acts as a mediator between the central and primary-level governments.
