The Characteristics,Advantages,and Future Agenda of China's Social Governance System from a Global Comparative Perspective
The modernization of social governance is an essential part of the modernization of national governance system and capacity.Promoting the modernization of China's social governance requires both highlighting Chinese characteristics and drawing on global experiences.This paper compares China's social governance system with those of other major countries in three aspects:goals,systems,and challenges.In terms of goals,China's focus on harmony alongside order and vitality is a distinct feature.Regarding the system,the leadership of the CPC and technological support are key strengths.However,improvements are needed in mechanisms for collaborative participation,public involvement,and the rule of law.In terms of challenges,while China's social governance has achieved stability and harmony,it faces the issues of"last-resort dilemma"and weak governance resilience due to social risk transmission.Based on this analysis,the paper proposes recommendations for improvement,focusing on the leadership of the CPC,social collaboration,and public engagement.
