The Chinese Characteristics and Challenges of Public Participation in Social Governance
Public participation is an intrinsic requirement for advancing whole-process people's democracy and improving the social governance system of co-governance and shared benefits.Based on a brief review of the development of public participation practices in social governance in China,this paper identifies the Chinese characteristics of public participation in social governance from five perspectives:the influence of traditional Chinese culture,the governance philosophy and leadership of the CPC,the focus on people's livelihoods and grassroots governance,the two-way drive of combining civil society and state efforts,and its inherent alignment with whole-process people's democracy.Furthermore,this paper analyzes the challenges facing the development of public participation,including issues of institutions and organization,substantive and effective participation,inequality and fairness,and the impact of the networked society.A better understanding of the Chinese characteristics and challenges of public participation in social governance not only is significant for achieving the modernization of social governance,but also provides valuable insights for governance practices in the Global South.
