The hierarchical system is a classical issue in grassroots governance.In addressing the challenges of the governance of mega-cities,Beijing's"Whistle and Report"reform has,to some extent,reshaped traditional hierarchical system.This reform leverages digital technology to allow lower-level entities to"blow the whistle"to higher-level authorities,centralizing complex local issues for upper-level resolution.This,in turn,influences the allocation of attention and actions by higher authorities,manifesting innovative model of reverse contracting within hierarchical systems.Despite these challenges,digital technology has become a pivotal driving force in the reform of grassroots governance system.It not only offers new mechanism for the collaborative governance of mega-cities,but also provides new perspective for the theoretical development of administrative contracting.
