Policy Analysis on Rural-oriented Tuition-waived Medical Education Program in China
Rural grassroots healthcare is a key focus of healthcare work in China.In recent years,the national and provincial autonomous regions have implemented a series of policies on the rural-oriented tuition-waived medical edu-cation program(abbreviated as the order-oriented program),aimed at attracting and retaining healthcare professionals in rural areas and enhancing the capacity of rural grassroots healthcare services.This study summarized the content of policies related to the order-oriented program,analyzed their implementation as well as existing problems,and then made policy recommendations.The results of this study showed that the relevant policies have been progressively im-proved,and have effectively alleviated the problems of insufficient healthcare professionals at the grassroots level and the need for improvement in their professional capabilities.Additionally,they have made significant contributions to providing high-quality education for the impoverished population.However,the current order-oriented program in China still lacks assessment mechanisms for the aspirations and qualities of medical professionals to work at the grassroots level,clear standards for the construction of primary healthcare institutions,complete incentive policies,and requirements for the cultivation of general practitioners at the grassroots level.Therefore,further improvements should be made to the subsequent policies to address these issues.
