Theoretical and Practical Analysis of Collaborative Governance of Government and Society in the Prevention and Control of Major Epidemic Diseases
The paper introduced the relevant theories of collaborative governance of government and society,and analyzed the necessities of collaborative governance in the prevention and control of major epidemics.The necessities include the nature of complex risk governance of major epidemic prevention and control,the requirement for in-depth and effective social mobilization mechanism and multi-department cooperation to provide social services.There are several difficulties about collaborative governance of government and society like changing the concept about collabo-rative governance,potential being resisted and interfered by existing system,and being mismatched between the de-mand and supply of social services.In order to cope with these difficulties,the article put forward the model of col-laborative governance of government and society in the context of public health emergency,and suggested defining the objectives of multi-agent collaborative governance,attaching importance to overall planning,paying attention to individuation and responsiveness,so as to provide reference for promoting the modernization of social governance ca-pacity and governance system in the prevention and control of epidemic disease.
