Analysis Equitable Distribution of Public Health Human Resources in China Based on Agglomeration
Objective To evaluate the equity of the distribution of public health workforce in China in 2012 and 2019,and to provide suggestions for the optimization and improvement of public health human resources allocation in China.Methods Using data from the 2012 and 2019 China Health Statistics Yearbook,the equity of public health staffing in China was evaluated in terms of both population and area using the agglomeration degree(Health Re-source Agglomeration Degree,HRADi)and the ratio of health resource agglomeration degree to population agglo-meration degree(HRADi/PADi)to assess the equity of public health resource allocation.Results In 2012 and 2019,the Health Resource Agglomeration Degree ranges of professional public health institutions in provinces and cities were 0.02 to 23.22 and 0.02 to 19.59,respectively,and the HRADi ranges of CDCs in provinces and cities were 0.04 to 23.34 and 0.06 to 24.69,respectively.Conclusion The equity of Chinas public health workforce allocation by population is relatively good,and the equity of geographic area allocation is relatively poor.Geographic and demo-graphic factors should be taken into account to rationalize the allocation of public health human resources.
