Objective By quantitatively evaluating the content of policy texts related to close county-level medical alliance in Ningxia,we summarized the similarities and differences of policy texts issued by different policy bodies and identify policy flaws,with a view of providing references for promoting the construction of close county-level medical alliance in Ningxia and nationwide.Methods The ROSTCM 6.0 text analysis tool was used to text mine the relevant policy documents of Ningxia close county-level medical alliance pilot areas,establish the PMC index evalua-tion model of close county-level medical alliance policies,and quantitatively evaluate and analyze five policies through nine primary indicators and 37 secondary indicators.Results The average value of the PMC index of the five rele-vant policies in Ningxia was 7.017,which was at a good level overall,with the advantages of policy tools,policy eva-luation and policy content;while the scores of policy timeliness,policy foundation and policy portfolio were low.Conclusion The highlight of Ningxia's close county-level medical alliance policy is"Internet+health",but the shortcomings of the policy are that the policy is mostly short-term and lacks policy safeguards,etc.A medium and long-term plan for Ningxias close county-level medical alliance should be established,as well as a policy safeguard mechanism for dynamic adjustment.
