Research on the Historical Evolution of China's Childcare Policy Since the Reform and Opening Up:Text Quantitative Analysis Based on ROST-CM 6
Objective To analyze the existing problems of China's childcare policy system and made corresponding suggestions by combing 52 childcare-related policy documents issued at the national level from 1978 to 2021.Methods The quantitative method of policy text combined with ROST-CM 6 software was used to analyze the number of docu-ments,policy content and policy structure of 52 childcare policies issued at the national level from 1978 to 2021 by frequency analysis,textual word frequency analysis and semantic network analysis.Results ①Policy quantity statis-tics:the number of childcare policies in China was generally on the rise.②Stage word frequency analysis:the devel-opment of childcare in China was moving toward a trend of boom period(1978-1987)-downturn period(1988-2009)-revitalization and development period(2010-2021).③Semantic network analysis of the phases:the main task was to build childcare centers in the early stage,and the main task in the second and third stages revolved around the core word"education".Conclusion Since the reform and opening up,the evolution of Chinas childcare industry has gone through a period of prosperity,a period of low tide,and now a period of vigorous development.China's child care poli-cy system is becoming more and more perfect,but the policy design in terms of institution building,optimization of service supply and demand structure,and provision of inclusive child care services still needs attention and urgent so-lutions.
