Research on Policy Evaluation of Inter-provincial Community Hospitals Based on PMC Index
Objective To quantitatively evaluate the content of community hospital policy texts from different provinces in China,to analyze inter-provincial differences,and to provide reference for the high-quality construction and development of community hospital policy system.Methods Based on the PMC index model(full score of 10,of which ≥7 points are excellent and ≥5 points are acceptable),the PMC index evaluation model of community hospi-tal construction policies was established through text mining method and content analysis method,and the published national-level community hospital-related policies and the policy texts of 14 provinces during 2019-2022 were stu-died.And the policies that have been related were analyzed through hierarchical variable indicators.Results Among the 18 policy samples,12 were excellent and 6 were acceptable,and the average value of the provincial policy PMC index was 7.18,and the policy design was generally at acceptable level.Conclusion At present,the policy system construction of community hospitals in China is still in its initial stage,and the policy recommendation,supervision and anticipation can be improved from macro and micro perspectives.In terms of policy content and incentive and guarantee measures,each region should strengthen talent cultivation and improve health resource allocation to ensure the service quality and durability of primary care institutions.
