Research on Quantitative Evaluation of Home-based Senior Care Policies Based on PMC Index Model
Objective This paper analyzes the advantages and shortcomings of the current home-based care policy in China,and provides a reference for the formulation and improvement of the policy in the next stage.Methods A total of 29 policy texts were processed by text mining method,and the commonness and individuality of 10 home-based senior care policy samples with the research of PMC index model.Results There were 10 qualified policies and 2 perfect policies.The mean score of PMC index was 6.51.The scores of policy objectives,policy evaluation,po-licy perspective,policy field and policy publicity were high.Conclusion China's home-based senior care policy is ma-ture with good quality overall,but there is room for improvement in the nature of policy,the timeliness of policy,and policy tools.It is recommended to improve support measures and build a comprehensive dynamic supervision mecha-nism.Policy timeliness can be flexibly combined to promote the organic connection of short-term,medium-term,and long-term policies;Multiple subjects should be guided to participate in elderly care services and the effectiveness of mild policy tools should be given full play.
