Study on the Efficiency of Surgical Departments in Tertiary Public Hospitals Based on Data Envelopment Analysis
Objective China's public hospitals have entered a new era of high-quality development,and the number of operations in each hospital is rising.The management department urgently needs to introduce a set of tools to scientifically evaluate the resource efficiency of the operating department,so as to urge hospitals to make full use of existing surgical resources.Methods Data envelopment analysis(DEA)could be used to evaluate the input-output ef-ficiency.This paper took one of the first batch of high-quality development pilot hospitals in Beijing as an exam-ple.The input was the number of doctors and nurses in the operating department,the number of beds,and the origi-nal value of special equipment,and the output was the number of operations and discharges corrected by CMI.Results Through DEA model analysis,it found that only K7 and K9 departments in the hospital achieved DEA ef-fectiveness.The pure technical efficiency of K1 and K2 was too low,indicating that the existing surgical resources were not fully utilized.From the perspective of scale benefit,K3 and K6 were in a decreasing state,K7 and K9 re-mained unchanged,and other departments were increasing.The Malmquist index was used to dynamically evaluate the technical efficiency and scale efficiency.The results showed that except for the period affected by the COVID-19 epidemic,the growth rate of all factors was increasing in other periods.This paper also calculated the relaxation vari-ables of each input and output,and accurately obtains the values of the input value of the means of production and the output workload that should be adjusted.Conclusion The efficiency of the operating departments in the hospital is uneven,and the decision-making level should give guidance to the departments that do not make full use of the surgi-cal resources.For departments that can achieve effective DEA,appropriate preference should be given to the alloca-tion of surgical resources.
