Textual Analysis of Traditional Chinese Medicine Health Care Service Policy based on Policy Tools
Objective To analyze the use of traditional Chinese medicine(TCM)health care service policy tools,and to provide reference for further adjustment and optimization of TCM health care service policies.Methods Based on Rothwell and Zegveld's approach to policy tool classification combined with the health system macro model,a policy analysis framework for TCM health and wellness services was constructed with the policy tool classification dimen-sion as the X dimension and the health system macro model dimension as the Y dimension.And Nvivo was used to quantitatively analyze the 50 TCM health and wellness service policies that were publicly released by the state from 2013 to 2022.Results A total of 50 policy texts were included,with 142 text codes in the X dimension and 154 text codes in the Y dimension.50.00%,38.73%,and 11.27%of the policy tools were environmental,supply,and demand type policy tools,respectively,and 47.40%and 52.60%of the indicators were in the internal submodels and the ex-ternal submodels,respectively.Among the three main policy instruments,the policy sub-instruments of strategic measures,regulatory controls,and demonstration projects were used more frequently;within the health system macro-modeling dimension,the regulatory system,social system,and political system sub-instruments were used more frequently.Conclusion TCM health care service policies are dominated by environment-based,and demand-based application is relatively insufficient.The distribution of sub-modal indicators within and outside the system still needs to be adjusted.It is recommended that the relevant government departments should strengthen market gui-dance,increase policy support,accelerate high-level talent training,and comprehensively utilize policy tools to pro-mote the development of TCM health care service.
