A Study on the Equity of Utilization of Outpatient and Inpatient Services for Urban and Rural Residents in Yunnan Province based on Concentration Index and Horizontal Inequality Index
Objective To study the fairness and influencing factors of the utilization of outpatient and inpatient services in Yunnan province,so as to provide a basis for the health service management departments to formulate re-levant policies.Methods Using the data of the sixth National Health Service Survey in Yunnan province,the cen-tralized index,the level inequality index and the centralized index decomposition were mainly used to quantitatively analyze the fairness and influencing factors of outpatient and inpatient service utilization.Results There were great differences between the actual utilization and expected concentration index of urban and rural residents in Yunnan province;the inequality index of outpatient and inpatient services was positive and greater than the expected concen-tration index,and social and economic factors had greater influence;family economic income was the primary factor causing the unfair utilization of outpatient and inpatient services among urban and rural residents in Yunnan pro-vince.Conclusion The utilization of outpatient and inpatient services for urban and rural residents in Yunnan pro-vince tends to be high-income people,and family economic income is the main reason for the fairness bias.The go-vernment should improve the income level of the poor,increase investment in health resources,rationally allocate health resources,and constantly optimize the health security system.
