Quantitative Analysis of the Policy Text of the Grass-roots TCM Service Capacity Building Based on Policy Tools
Objective To analyze policy tools for the construction of traditional Chinese medicine(TCM)service ca-pacity at the grass-roots level in China,and to provide reference for the optimization of TCM policy at the grass-roots level.Methods The binary analysis framework is constructed based on the dimensions of policy instruments and policy participants,and the content analysis method is used to code,classify and statistically analyze the 34 policy texts included.Results The use of policy tools and the distribution of policy participants were uneven,with signifi-cant differences in the proportion of each item.Policy tools had stronger interaction with government and medical in-stitutions,and weaker interaction with the public.Conclusion It is necessary to strengthen the coordination of the use of various policy tools in the construction of grass-roots TCM service capacity,optimize capacity-building policy tools and improve policy effectiveness based on the actual situation,improve the monitoring and evaluation mecha-nism at the grass-roots level,enhance the balance of participants and strengthen the role of the public.
