Study on Hospital Operation Efficiency in Hainan Province based on Three-stage DEA Model
Objective To measure and decompose the operating efficiency of hospitals in Hainan Province, and to provide suggestions for further improving the operating efficiency of hospitals. Methods The relevant data of 18 city and county hospitals in Hainan province were selected by Hainan Health Statistical Yearbook, and the efficiency values of hospitals were calculated by using three-stage data enveloping model to eliminate environmental factors and random noise. Results The operating efficiency of hospitals in Hainan province measured by the traditional DEA model was generally high. The results of stochastic frontier regression showed that environmental factors had an im-portant effect on hospital operation efficiency. After removing the influence of random noise, the mean values of com-prehensive efficiency, pure technical efficiency and scale efficiency were 0.858,0.923 and 0.932,respective-ly.Conclusion Hospitals in most areas of Hainan Province are in the state of technical inefficiency, which is mainly caused by the decrease of scale efficiency. Therefore,it is necessary to coordinate regional development, rationally plan the scale of development and optimize the allocation of health resources, and comprehensively improve the operatingefficiency of hospitals.
