Analysis of the Efficiency of Provincial Health Resource Allocation based on Network DEA Model
Objective To analyze and evaluate the efficiency of inter-provincial health resources allocation in Chi-na,so as to provide a basis for further rational and optimal allocation of resources.Methods The network DEA model was used to analyze the allocation efficiency of health resources in 30 provinces in China,and the coupling coordination degree model was used to analyze the resource input efficiency and service output efficiency in each pro-vince.Results During the 10 years from 2011 to 2020,the mean values of the overall efficiency of health resource al-location,resource input efficiency and medical service output efficiency of 30 provinces in China were 0.745,0.882 and 0.843,respectively.The overall efficiency value and the phased efficiency showed an overall upward trend and decreased in 2020.From the perspective of regional resource allocation,the mean value of medical resource invest-ment efficiency in eastern region was the highest(0.903),which was higher than that in western region(0.878)and central region(0.859).The output efficiency of medical services in central region was the highest(0.921),which was higher than that in western region(0.911)and eastern region(0.743).According to the coupling coordination degree,the level value in the central and western regions was the highest,with an average value of 0.941,while the level va-lue in the eastern region was the lowest,with an average value of 0.885.Conclusion The allocation efficiency of health resources varies greatly among provinces and cities in China,and the coordination between the input level of health resources and the output level of medical services in different regions is not high.It is necessary to optimize the allocation structure of resources and improve the utilization efficiency of resources through an appropriate inpu-toutput evaluation mechanism.
