Green development is the only way for China to profoundly summarize development lessons,break the resource and environmental dilemma,and realize high-quality economic development.As an important part of the fiscal relationship between the central and local governments,fiscal decentralization is an important factor in regional green development.Based on the analysis of the positive and negative impacts of fiscal decentralization on regional green development,this paper constructs an evaluation system of green development indicators to measure the green development level of each region.Using the fixed effect model and the panel data of 30 provinces,autonomous regions and municipalities directly under the Central Government in China from 2007 to 2020,this paper deeply explores the impact of fiscal decentralization on regional green development and its mechanism from the perspective of both revenue and expenditure.The regression results show that fiscal decentralization has a significant promoting effect on regional green development,and the promoting effect of fiscal expenditure decentralization is greater than that of fiscal revenue decentralization.The results of mechanism analysis show that there are three action paths:First,from fiscal decentralization to foreign direct investment to green development;second,from fiscal decentralization to scientific&technological investment to green development;third,from fiscal decentralization to tax competition to green development.The above research conclusions provide new ideas for optimizing China's current fiscal system,promoting regional green development and high-quality development of the whole economy.
