新发展格局下新疆打造我国向西开放"桥头堡"中的机遇、挑战及对策

世界正处于百年未有之大变局且有加速演进的趋势,我国审时度势提出"双循环"的新发展格局.在此背景下,作为"一带一路"中心枢纽的新疆,在助力我国向西开放过程中迎来前所未有的机遇,也面临一系列挑战.新疆应抢抓机遇,化解挑战,主动融入和服务于新发展格局并加快发展.文章运用态势分析法(SWOT分析法)剖析了新疆助力我国向西开放的优势、劣势和面临的机遇、挑战;同时,构建了态势分析矩阵,提出新疆助力我国向西开放发展的SO策略、WO策略、ST策略和WT策略四大策略组合,并针对每一策略组合提出相应对策建议,以助于新疆构建起现代化产业体系并走向高质量发展,成为我国新发展格局中"一带一路"中心枢纽和我国向西开放重要的"桥头堡".
Abstract
The world is currently undergoing unprecedented changes and has trends of ac-celerated evolution.Recognizing the situation,China has put forward the new development pat-tern of"dual circulation".In this context,Xinjiang,serving as the central hub of the Belt and Road,is facing unprecedented opportunities and challenges in its process of westward opening up.Xinjiang should seize opportunities,address challenges,actively integrate into and serve the new development pattern,and accelerate its development.This paper employs the SWOT analy-sis method to analyze the strengths,weaknesses,opportunities,and threats of Xinjiang's west-ward opening-up.At the same time,we construct a SWOT analysis matrix,which proposes four strategic combinations for the development of Xinjiang's westward opening-up,including strengths-opportunities,weaknesses-opportunities,strengths-threats,and weaknesses-threats strategies.Corresponding countermeasure suggestions are proposed for each strategic combina-tion,aiming for Xinjiang to establish a modern industrial system,achieve high-quality develop-ment,and become a truly core area and hub zone in China's new development pattern,as well as an important bridgehead.
