THE MODERN GOVERNANCE MODEL AND ITS OPERATING MECHANISM OF"ONE LINE SEVEN GOVERNANCE"IN ETHNIC INTER-EMBEDDED COMMUNITIES
In the current situation of large-scale and high-frequency population mobility in China,exploring the modem governance model of ethnic inter-embedded communities based on the governance context of ethnic inter-embedded communities is a practical response to the report of the 20th National Congress of the Communist Party of China,which proposes to"Adhere to and Develop the'Fengqiao Experience'in the New Era at the Grass-roots Level"and to"Improve the Urban and Rural Community Governance System".In the governance practice,the Zhonghua Middle Road Community in Nanning,Guangxi,takes the"Triple-Governance Integration"as the proto-type,puts the people at the center,insists the principle line of forging a strong sense of community for the Chinese nation,integrates deeply multiple governance methods as the rule of law,the rule of virtue,the rule of emotion,the rule of language,the rule of culture,and the rule of intelligence among multiple subjects'negotiation and co-govern-ance,and explores a modern governance model of"One Line Seven Governance"in ethnic inter-embedded commu-nities.Upon the model of"One Line Seven Governance",multiple mechanisms work together,and the information flow and emotional flow in Zhonghua Middle Road Community continue to interact,as well as the profound emotions and abundant information integrate deeply,realizing various ethnic people's residence embedment,language exchange,life interdependence,cultural identification,and emotional integration,so the effectiveness of community governance has been significantly improved.
