THE CAUSES,DIFFICULTIES,AND APPROACHES OF LEGISLATIVE PROTECTION ON THE PINGLU CANAL:On the Field Investigation of the Pinglu Canal
Implementing high standard and high-quality special legislative protection on the Pinglu Canal is the"Legal Foundation"for ensuring the planning and construction of canal,as well as the"Legal Necessity"for canal control and management.Taking the Pinglu Canal as the research object and field investigation as the research method,this paper,on the basis of field research,proposes the questions of unclear legislative subject and ambigu-ous legislative object,analyzes the problems of who is responsible for legislation,what should be legislated on,and what problems should be solved,clarifies the reserch idea of defining legislative subject and confirming legislative object,explores the positioning and scope of legislative subject,clarifies the connotation and scope of legislative object,in an attempt to facilitate to the construction of the Pinglu Canal from a legislative perspective.
