THE CONNOTATION AND LOGIC OF BORDER RESIDENTS POLICIES IN CONTEMPORARY CHINA:Taking"Border Governance Community"as the Analysis Perspective
The current cognitive model of border residents policies has the drawbacks of scattered objects,narrow perspectives,and conflicting conclusions,which urgently requires a shift from"Targeted Cognition"to"Holistic Cognition".The concept of"Border Governance Community"proposed based on the concept of govern-ance community and border governance practices can provide a holistic framework for understanding border resi-dents policies,and integrate the existing fragmented studies and views.As the core element of border governance community,border governance,border residents'responsibility,border residents'due diligence,and border residents'sharing constitute the basic dimensions for re-examining border residents policies.From this way,border residents policies are subordinate to a larger border governance system,and take the jural relations behind the identity of border residents as the underlying logic.With the repositioning of border spatial functions in the national develop-ment system,border governance community is moving from a primary form to an advanced form.Accordingly,border residents policies are presenting new development trends in terms of enriching border residents'responsibilities,regulating their duty fulfillment,and enhancing their rights and interests.
