FUNCTIONAL POSITIONING AND IMPLEMENTATION PATH OF GRASSROOTS LEGISLATIVE CONTACT POINTS IN ETHNIC AREAS:Taking the Contact Point of Sanjiang Dong Autonomous County in Guangxi as an Example
The grassroots legislative contact point is an important institutional arrangement for the development of whole-process people's democracy.For ethnic areas,it is necessary to adhere to the guidance of national policies,be based on the premise of promoting the value pursuit and intrinsic connection of whole-process people's democra-cy in promoting the modernization and development of the legislative capabilities of ethnic areas in the new era,clarify the conceptual scope of grassroots legislative contact points in ethnic areas,and position the functions in the basic directions of opinion expression and scientific legislation,political participation and deliberative democracy,policy implementation and social governance.The contact point of Sanjiang Dong autonomous county in Guangxi is a typical example of vigorously promoting the construction of grassroots legislative contact points in ethnic areas in recent years,which has achieved good results,but there is still insufficiency in the legal and regulatory system,public participation mechanism,the disclosure and feedback of legislative information,and public legal services.Specific paths to achieve the functional goal of grassroots legislative contact points in ethnic areas include promoting the modernization of legislative capabilities in accordance with the law,improving the legal and regulatory system,improving public participation in legislative mechanisms,giving full play to the role of deputy to the National People's Congress,and improving the grassroots public legal service system.
