THE VALUE IMPLICATIONS AND POLICY PATHS OF BUILDING A FERTILITY-FRIENDLY SOCIETY IN ETHNIC BORDER AREAS
In the new era,the fertility problem in ethnic border areas is not only a social behavior related to ethnic continuity and cultural inheritance,but also a strategic issue that affects the construction of the common spiritual home of the Chinese nation.Currently,although the fertility rate in ethnic border areas is still higher than the national average,it's also showing a downward trend.In this context,building a fertility-friendly society in ethnic border areas not only embodies China's people-oriented value goals,but also safeguards national security,enhances cultural integration,promotes ethnic unity and alleviates social anxiety.The constraints on the construction of a fertility-friendly society in ethnic border areas are reflected in the lack of top-level policy design,insufficient executive capabilities,cognitive biases of target groups,and complex and changeable policy environment.It is neces-sary to improve the fertility policy system,strengthen the connection and coordination of entities,enhance recogni-tion of policy implementation culture,and improve and upgrade the policy environment,so as to form a strong fertili-ty support policy system.
