THE PERFORMANCE EVALUATION AND OPTIMIZATION PATH OF THE PROGRAM TO DEVELOP BORDER AREAS AND ENRICH BORDER RESIDENTS IN THE YUNNAN-GUANGXI BORDER REGION
As the most important public policy for border governance in China,The Program to Develop Border Areas and Enrich Border Residents profoundly reflects Xi Jinping's strategic thought of"Governing the Country Must Govern the Borders".This study takes 33 border counties in the Yunnan-Guangxi border region as the analyti-cal unit,and uses a difference-in-differences model to accurately evaluate the real performance of the Program to Develop Border Areas and Enrich Border Residents.The research shows that the Program to Develop Border Areas and Enrich Border Residents is conducive to local economic development and income improvement of all ethnic people;and it has a significant promoting function to the primary industry,a positive but insignificant impact on the secondary industry,but a certain constrictive effect on the tertiary industry.In addition,this program actively pushes forward the development of local education,but produces limited improvement effect on health care.This reveals that the local industrial structure is still at a relatively low level,and there are shortcomings in public services.The Program to Develop Border Areas and Enrich Border Residents in the Yunnan-Guangxi border region should optimize governance mechanisms,enhancing governance capabilities;should develop characteristic industries according to local conditions,promoting the transformation and upgrading of industrial structure,and should increase the attention on and investment in welfare improvement,effectively enhancing people's welfare,further increasing the effectiveness of the Program,and promoting high-quality economic and social development in the region.
