小型水库土石坝安全评价主要技术问题探讨

我国的水库大坝多数已完成过一次安全鉴定或除险加固,运行状态和安全性状有所改变,近期进入了新一轮的安全评价周期.随着新的大坝安全评价导则及相关标准的实施,对大坝安全评价提出了一些新的要求.在新一轮的大坝安全评价工作中,不同的评价单位对一些常见技术问题作出了不同判断,导致安全评价结论大相径庭,也影响了后续的除险加固工作.本文对照新导则的基本技术要求,对这些常见的技术问题进行了梳理,剖析问题的本质,以利于提高大坝安全评价的准确性.
Discussion on main technical problems of earth-rock dam safety evaluation for small-scale reservoirs
Most of the reservoir dams in China have completed a safety appraisal or reinforcement,so their operation state and safety have changed to certain extent.They recently enter a new round of safety evaluation cycle.With the implementation of new dam safety evaluation guideline and relevant standards,there are new requirements for dam safety evaluation.During the new round of dam safety evaluation,different evaluation units have made different judgments on some common technical problems,resulting in vastly different conclusions of safety evaluation,affect-ing the subsequent reinforcement work.The author compared the basic technical requirements of new and old guide-lines,sorted out the frequently seen technical problems,analyzed the nature of the problem,aiming to improve the accuracy of dam safety evaluation.
