The Evolution of Library Information Service Policies in China and a Quantitative Analysis of the Texts
This paper delves into the evolution of library information service policies in China,systematically reviewing the release,implementation,execution,and evaluation of 62 relevant policies.The aim is to provide academic support for the optimization and im-provement of the policy system during the 15th Five-Year Plan period.Following coding principles,this study encodes the policy texts of central and local laws and regulations,constructing a three-dimensional analytical framework of"policy tools-policy goals-policy timelines".Using NVivo 14 software,a quantitative analysis of the policy texts is conducted to explore the evolutionary trajectory of library information service policies in China.The study finds this policy evolution can be divided into three stages:the nascent period,the steady development period,and the rapid development period.However,the evolution process reveals issues such as imbalanced policy tool combination strategies and low proportions of financial support.In response,this research proposes new perspectives and methods to address these issues,such as deepening policy tool combination strategies,optimizing pathways for achieving policy goals,and improving policy evaluation mechanisms.
