Personal Data Governance in Smart Libraries in the Era of Digital Intelligence:Trust Models and Practical Applications
Digital intelligence technologies are driving transformative changes in smart library services, with personal data serving as a critical resource to support service transformation.Establishing a"privacy-trust"relationship between smart libraries and users offers an alternative approach of governance model shifting from blockage to facilitation, which helps to resolve the paradox between the"val-ue"and"security"of personal data. This paper analyzes the trust sharing, value, and mechanism of stakeholders from the perspective of the relationship between library data and privacy, the role of information and sharing in personal data governance in libraries, and explores the trust models and application scenarios for personal data governance in libraries.Effective governance of personal data in smart libraries should be founded on"trust"among stakeholders to avoid trust crises stemming from privacy concerns of data subjects.Stakeholders must understand and trust privacy mechanisms to unlock the value of personal data, thereby advancing high-quality devel-opment of public cultural services in China.
