摘要
总结多年以来县、乡、村地震应急预案工作实践经验,对地震应急预案编制、管理、应用中普遍存在的重视不够、照搬照抄、束之高阁、启之无用等4个问题进行分析,指出存在3个方面的问题,即对地震灾害认识不到位、对地震应急预案定位不准、"三个底数"不清.立足县、乡、村地震应急工作实际,提出加强应急预案学习演练、深化应急基础数据调查、借鉴救灾经验、编制简本、认清角色与职责等5项对策建议.
Abstract
This paper summarizes the practice of earthquake emergency plan in counties,townships and villa-ges for many years,and analyzes the four problems in the preparation,management and use of earthquake e-mergency plan,such as not paying enough attention,copying,shelving and being useless.It is believed that there are three reasons,that is,the understanding of earthquake disaster is not in place,the positioning of earthquake emergency plan is not accurate,and the three bases are not clear.Based on the county,township,village earthquake emergency work practice.Five countermeasures and suggestions were put forward,inclu-ding strengthening the study and exercise of emergency plan,deepening the investigation of basic emergency data,drawing lessons from disaster relief experience,compiling a succinct version,and recognizing roles and responsibilities.
