2022年6月22日,欧盟通过了碳边境调节机制的提案,该提案将钢铁行业纳入征税范围,对中国钢铁行业的碳排放计量提出了新的要求.在国内碳交易大背景下,中国钢铁行业的碳排放核算和计量依托于《中国钢铁生产企业温室气体排放核算方法与报告指南》(试行),主要考虑企业边界内碳排放,涵盖钢铁生产阶段及制造阶段的碳排放,缺少对钢铁产品碳排放计量的研究.文章基于全生命周期理论,结合钢铁行业碳排放计量标准,开展钢铁产品的碳排放计量方法研究,为中国钢铁产品应对碳边境调节机制提供技术支撑.
On June 22,2022,the European Union passed the proposal of the carbon border adjustment mechanism,which will include the steel industry in the scope of taxation,and put forward new require-ments for the carbon emission measurement of China's steel industry.In the context of carbon emissions trading,the carbon emission accounting and measurement of steel industry relies on the"Guidelines for Accounting and Reporting Greenhouse Gas Emissions of Chinese Iron and Steel Enterprises(Trial),which mainly considers the carbon emissions within the boundaries of enterprises,covering the carbon e-missions of steel production stage and manufacturing stage,and there is a lack of study on the carbon e-mission measurement of steel products.Based on the life cycle theory and combined with the carbon emis-sion measurement standards of the steel industry,the author conducted research on the carbon emission measurement methods of steel products.The study will provide technical support for China's steel products to cope with the carbon border adjustment mechanism.
