Pilot exploration of carbon emission statistical accounting for public institutions
This paper is based on local standard DB32/T 4229-2022"Requirements of the greenhouse gas emissions accounting and reporting for public institutions"in Jiangsu Province.In order to promote the statistical accounting of carbon emissions in public institutions,Suzhou Institute of Metrology has devel-oped an information platform for statistical accounting of carbon emissions in public institutions,and completed the pilot work in 15 public institutions by 2023 using this system.With the summarizing of the carbon emission date,the result shows that 92.94%of the carbon emissions of the 15 public institutions come from indirect emissions generated by purchased electricity.The carbon emission intensity of different types of public institutions is significantly different,and the carbon emission intensity of hospitals is sig-nificantly higher than that of schools.Moreover,due to the inadequate equipment of energy metering in-struments in some public institutions,the accuracy and precision of carbon emission data are inaccura-cy.We suggest that the methods of grasping the large and releasing the small and classifying are recom-mended in the carbon emission management of public institutions,and can gradually improve the statisti-cal accounting of carbon emissions of public institutions.In the meanwhile,to advance deeply the meas-urement review work in public institutions,we suggest consolidating the carbon measurement foundation of public institutions,improving the quality of carbon emission data;so that we can help public institu-tions to achieve the"3060"goal.
