摘要

产业链供应链安全稳定是我国经济循环畅通的关键,也是构建新发展格局的重要基础.近年来,受地缘政治影响,加之个别国家推动经济科技"脱钩""断链"等因素叠加,进一步增加了国际市场的不确定性,给全球产业链供应链带来严峻挑战.本文系统梳理我国产业链供应链发展面临的系统性风险、突发性风险和结构性风险等三大潜在安全风险,深度剖析美国《先进制造业国家战略》关于产业链供应链的做法及对我国的启示,旨在为我国产业链供应链锻基础、补短板、强韧性提供参考,推动我国产业链供应链安全稳定发展.

Abstract

The security and stability of the industrial and supply chains are the key to the smooth economic circulation of China,and also an important foundation for building a new development paradigm.In recent years,due to the influence of geopolitics and the combination of factors such as individual countries promoting economic and technological"decoupling"and"chain breaking",the uncertainty of the international market has further increased,posing serious challenges to the global industrial and supply chains.This paper systematically reviews the three potential security risks faced by the development of China's industrial and supply chains,including systemic risks,sudden risks,and structural risks.We deeply analyze the practices of the U.S.National Strategy for Advanced Manufacturing on industrial and supply chains and summarize the enlightenment for China,aiming to provide references for strengthening the foundation and improving the bottleneck and resilience of China's industrial and supply chains and to promote their secure and stable development.
