摘要
文章基于国家安全和应急管理的双重视角,探讨城郊大仓"平急两用"模式的战略价值.通过对实际案例的深入分析,结合理论研究和实践经验,系统阐述了城郊大仓在国家应急响应体系和安全保障中的重要作用.研究发现,城郊大仓"平急两用"模式是连接常态管理与应急处置的关键纽带,在提升国家应急能力、保障战略物资储备、促进军民融合等方面具有重要价值.文章提出了优化城郊大仓"平急两用"模式的政策建议,为提升国家应急管理能力和安全保障水平提供了新思路.
Abstract
From the dual perspectives of national security and emergency management,this paper discusses the strategic value of the"dual-use in peace time and emergency"model of suburban warehou-ses.Through in-depth analysis of practical cases,combined with theoretical research and practical expe-rience,this study systematically expounds the important role of suburban warehouses in national emergen-cy response systems and security assurance.The research finds that the"dual-use"model of suburban warehouses serves as a crucial link between normal management and emergency response,demonstrating significant value in enhancing national emergency capabilities,securing strategic material reserves,and promoting military-civilian integration.This paper proposes policy recommendations for optimizing the"dual-use"model of suburban warehouses,providing new insights for improving national emergency management capabilities and security assurance levels.
