摘要
在数据化的经济时代,数据流通需要互联互通、安全可控和合理配套的治理体系与机制.粤港澳地区凭借其独特的地理优势和不可替代的特殊性,为我国建设数字中国提供了一个良好的试验平台,也为全球数字治理转型提供了可供参考的方案.本文从粤港澳目前的状况出发,针对粤港澳大湾区的特点,深入分析其所面临的制约难题,充分讨论该地区在技术支持、平台建设、数据产权和监管机制等方面存在的短板,并相应地提出治理策略,以促进粤港澳大湾区数据流通和经济发展,并充分发挥数字化驱动的效应.
Abstract
In the era of data-based economy,data circulation requires interconnected,safe,controllable and reasonable governance systems and mechanisms.With its unique geographical advantages and irreplaceable particularity,Guangdong,Hong Kong and Macao provide a good experimental platform for the construction of digital China in China,and also provide a reference scheme for the transformation of global digital governance.Based on the current situation of Guangdong,Hong Kong and Macao and the characteristics of the Greater Bay Area,this paper makes an in-depth analysis of the constraints and problems faced by the Greater Bay Area,fully discusses the shortcomings of the area in terms of technical support,platform construction,data property rights and supervision mechanism,and accordingly constructs a governance mechanism to solve the problems,so as to promote the data circulation and economic development of the Greater Bay Area,and give full play to the effect of digital drive.
