Research on China's Rural Teacher Incentive Policies Since the Reform and Opening Up——From the Perspective of Policy Instruments
Taking 43 central government documents on rural teacher incentive policies issued from 1978 to 2023 as the research subject,this study adopts a perspective based on policy instruments.It constructs a three-dimensional analytical framework considering the content of the selected incentive policies,the characteristics of policy instruments,and the process of policy change.The study finds that since the reform and opening up,there has been a relatively balanced use of mandatory and persuasive instruments in the research of rural teacher incentive policies in China.However,there are gaps in the application of functional expansion instruments,an overflow in the use of authority restructuring instruments,and a continuous decrease in the use of reward instruments.Therefore,it is necessary to comprehensively utilize incentive policy instruments to enhance the combined effects of various policy tools;encourage teachers to focus on their own growth and broaden the future development paths for rural teachers;prevent overlapping work by authorities which may have adverse effects on teacher motivation;and optimize reward and subsidy measures for rural teachers to attract talented individuals to take root and teach in rural areas.
