Empirical Research on the Equilibrium of Urban and Rural Elderly Education Resource Allocation——Analysis Based on Theil Index
The key to balanced development of urban and rural elderly education lies in the equalized resources allocation.Analyzing this practice facilitates related policies optimization.This study employs the Theil index to analyze the equalization degree of resources allocation in urban and rural elderly education in Jiangsu from 2019 to 2022,and compare differences between urban and rural areas,as well as different regions in Jiangsu,in terms of their density of educational institutions for the elderly,per capita funding for the elderly,per capita campus building area for the elderly,and the teacher-student ratio in elderly education.Findings reveal that the gap between urban and rural areas is continuously narrowing,but significant disparities still exist between cities and rural areas,southern Jiangsu,central Jiangsu,and northern regions in particular.The study then puts forward some suggestions to promote the equalization and balanced development of resource allocation for urban and rural elderly education.
