Research on Spiral High-Quality Development Mechanism in Preschool Education——Based on Examination of 18 Provincial Governments'14th Five-Year Plans for Improving Preschool Education Development
Quality improvement is an important approach to transforming and upgrading the preschool education in China,and also a fundamental value pursuit for provincial regions to develop their own preschool education.This study retrieves the 14th Five-Year Plan for Improving Preschool Education Development from 18 provincial governments'policy documents,and in light of grounded theory analysis method,codes these texts,to come up with 111 conceptual labels,27 initial categories,and 9 main categories.Then,a model of Spiral High-Quality Development Mechanism of Preschool Education is constructed,which is people-centered,and driven by a structural-processual-resultant integrative mechanism.Thus,a provincial government shall enhance its strengths in terms of supply service,core quality,and evaluation reform to promote its high-quality development in preschool education.
