Sense-making Research on Border Security Intelligence in Uncertain Environments
Based on the uncertain characteristics of border security intelligence,this study explores the sense-making problem concerning border security intelligence in uncertain environments,aiming to complete the theoretical system of China's border security intelligence in new environments,and progress in the analysis of border security intelligence.Through analyzing uncertain environments faced by the work related to current border security intelligence,carrying out field and online research,and referring to the sense-making theory and intelligence perception theory,we explore approaches to achieving sense-making construction in uncertain environments.Then,it is discussed that the sense-making framework can be constructed from four dimensions:implementors in border security intelligence activities,scenarios related to intelligence tasks,intelligence content,and users'requirements,and the sense-making construction can be completed by means of six steps:the interpretation on problems concerning border security intelligence,identification of intelligence sources,examination of intelligence evidence,reasoning and analysis of the intelligence,hypothesis verification,and the analysis of intelligence content.
