警种部门支援派出所的实践路径——以模块化理论为视角
Practical Approaches for Different Police Branches'Support to Police Substations:From the Perspective of Modularity Theory

摘要
面对日趋复杂的基层警务治理生态,派出所资源已经显得捉襟见肘,构建警种部门支援派出所机制成为增强派出所战斗力的必由之路.模块化理论在权力配置、组织结构、运行特征等方面与此项改革契合.浙江公安依托"公安大脑"推进此项改革,在支援的精细化、整合力、灵敏度方面成效显著,但在支援速度、深度和广度方面也有亟待完善之处.改革总体思路是构建以"两队一室"为核心的派出所模块,以"一体化"为理念的警种部门模块,并以"实战化"为导向将上述两类模块有机拼接.实践路径是组建模块化理念的警务团队、制定模块化导向的实践标准、确立模块化运行的配套制度、加快模块化技术的研发应用.
Abstract
In the face of increasingly complex governance ecosystem for grassroots policing,local police substations'available resources have become scarce,so the establishment of a mechanism through which different police branches can provide supports to local police substations has become an inevitable way to enhance the working capacity of local police substations.The modularity theory tallies with this reform in power allocation,organizational structure,operational characteristics and other aspects.Relying on the"public security brain",Zhejiang's public security departments are actively promoting this reform,with many significant results achieved in the refinement,integration and sensitivity of supports,but the speed,depth and breadth of the supports need to be improved.The overall idea for the reform is to build a police substation module centered on"two teams and one office"and a module of police branches guided by the"integration"concept,and then systematically combine the above two types of module under"practice orientation".The practical approaches include organizing policing teams with modular concept,formulating practical standards featured by modular orientation,establishing supporting systems for modular operation,and accelerating the development and application of modular technology.
