Optimization Paths for off-site Law Enforcement by Traffic Police
Against the background of boosting digital government construction,the traffic management departments of public security organs are comprehensively deepening the application of various traffic monitoring systems to assist law enforcement,in order to improve the efficiency of investigating and dealing with traffic violations and achieve good effects in traffic management.Nevertheless,the extended application of automated administration has intensified the impacts on existing off-site law enforcement norms,provoking many queries in judicial practice,such as the administrative counterparts'doubt about whether off-site law enforcement has lowered the protection for parties'rights and interests.Based on an empirical analysis of 40 judicial cases,this paper intends to respond to relevant disputes from the perspectives of public rationality and system by citing relevant legal norms,and then proposes suggestions on perfecting and standardizing the SMS notification procedures,in order to provide new ideas for optimizing off-site law enforcement by traffic police.
